I know tenant in #213 is mad at me and knows that I have written complaints against her and her boyfriend for making noise after 11 PM – 8 AM, which is during our quiet hours so tenants can sleep at night. Now, since tenant knows that it bothers me, she is deliberately not listening to the complaints or Kathie Rebman our onsite manager who is a hard worker and having to deal with unruliness and not listening to her. I know I did not do anything wrong by writing the complaints and things will come to an end soon. Tenant in #213 does not listen and is acting like a high school teenager or child. She blames me for everything when I am trying to have a peaceful night’s rest or have a good day.
It does not matter how many times Kathie has spoken to Becky in #213 about the noise after hours and her boyfriend being here, Becky continues to make noise. In fact, every time Kathie has been spoken to Becky, the noise level escalates to louder and longer, and timely patterns and those times have been accurately recorded. I know I do not need to be going through this taunting and tormenting situation on a daily/nightly basis nor does Kathie have to talk to any tenant until she is blue in the face or see a grown woman in tears because she is having a breakdown of sorts because of a neighbor’s constant behavior and attitude escalating.
I live on the 1st floor for a very good reason. I am disabled and I use a walker because my balance is not very good due to aging cerebral palsy. I am also a kidney transplant patient who happens to have the transplanted kidney slowly giving out after 28 ½ years. I will need to be doing dialysis in 2017 unless my kidney stays stable. I am working towards another kidney transplant with UW-Madison. I have not had a decent night’s sleep ever since November 2016 because of constant noise after 11 PM from #213.
On Monday, my worker Dawn Babcock was here and she was in the laundry room and Becky and another tenant were talking about her power chair being broken somewhere with the wheel. I do not hear the power chair making the noise of scraping at night during the hours shared on this log. I have heard her power chair this morning and it was not loud at all compared to the noise I have recorded over the weekend.

I continue to get bothered constantly at night with #213 moving a chair (kitchen table) back and forth so far and back again over a period of time. I cannot even turn on bathroom light to use my bathroom at night because the noise will continue on as they know I am awake.
Even during the day #213’s boyfriend walks heavily on purpose and Becky (and/or boyfriend) purposely scrape the chair across the kitchen (flooring) because they know I am home when I turn the bathroom light on. They are constantly dragging something other than the chairs across the floor of the apartment. I understand noise during the day is necessary for normal living noises but the noise I am getting during the day and night is not normal with scraping the chair across the floor or some kind of bin with weight in it. The scraping of things on the floor is deliberate day and night.
